The Ottoman Empire Held many of the friendship treaties between them and the European countries - which were the whole privileges granted to the Europeans - since the reign of Sultan Selim I, with a gun and was followed by several of the treaties in the seventeenth century and eighteenth, and it continued in the era of Mohamed Ali Pasha, those treaties subject to the authority of Al-Bab Al-A'le (seat of government), Muhammad Ali could not even use his authority to conclude treaties with foreign nations, and he did not hold any country trade agreement separated from those agreements that these countries have concluded with the Al-Bab Al-A'le (seat of government).
However, the application of Muhammad Ali monopoly system on this scale, particularly in Egypt and Sudan was soon raised a strong opposition from European countries, primarily England, who had been trying to cancel since it began looking for its commercial interests in the Ottoman Empire, guided by what was its rights derived from the old foreign concessions, and England felt that the system of monopoly threatens its trade in Turkey and its property, including Egypt and other territories which were subject to the reign of Muhammad Ali, relying on Article 53 of the recent Privileges Convention between the Ottoman Empire and Europe.
In 1242 AH / 1246, the Al-Bab Al-A'le (seat of government) re-considerate the commercial treaties signed with Europe in the Ottoman Empire, including Egypt, so as to ensure its trade and marine privileges for its commercial vessels, so the Al-Bab Al-A'le (seat of government) re-drafting treaty of trade concessions with foreign countries in the 18th Rabe 1st, 1242 AH / 1246, so the Al-Bab Al-A'le (seat of government) sent the to Muhammad Ali Pasha, that the Treaty of trade concessions included a flag placed on the Islamic ships that Belongs to the Al-Bab Al-A'le (seat of government) to distinguish it from foreign vessels in Egyptian ports. In turn Muhammad Ali Pasha issued an order to Hussein Bk governor of Rasheed, to implement the requirements of the treaty and to inform the captains and merchants and ship owners to implement that, this was the story of the document which we are going to display.
